But no one really cares if their new stuff flops or not is what I'm saying... we just are happy to get new bops. Like no one is really expecting any of those artists to slay the charts so there's no expectation for them to slay. Soooo when they flop there's no loss because we all knew they were going to anyway.

Right, most of the people releasing music like Gwen and Fergie are doing it because they have clearly been reinspired to do so. They don't need the cash, they can do all sorts of different talent shows or presenting, or fashion lines or endorsements. They are returning purely out of the love for what they do and their fans, and there is no better reason to make music.
I don't think that was the case for Hilary Duff though. Didn't she like throw a tantrum on Twitter when her album flopped?

LOUD was an album that was clearly made for the radio, and there's nothing wrong with that (which I thought you'd know considering that 'vomit-inducing' avi of yours).
