Not necessarily. There are plenty of songs that continue to gain on radio even after dropping some on iTunes, like Here has done recently.
Also, the rate at which radio drops a song doesn't really affect how big a song is in the long run. Radio dropped Latch like a rock and Riptide very gradually, for example. But Latch wouldn't have been much bigger had it been dropped slowly, and Riptide not much smaller had it been dropped more quickly.
