It's a park, and only standing tickets are available so it would look like a decent crowd with as little as 5,000 people. It's different to arenas and stadiums where you see empty seats, or the standing isn't filled back to the seats.
She's not using catwalks, so 15k people crammed in front of a main stage will look pretty good.
