So basically, WHYB is the next single, its video is being filmed in Los Angeles, the set will have "good vibrations and energy" and is amazing, and will be released in the next few weeks.
There's also this tweet but I have no idea what the #ri69012 is in reference to. I thought it may have to do with the WHYB release date because of the 12 at the end, but it doesn't work if you try to crack it that way:

I'm not 100% sure, but I think he's saying in the first tweet that he has no comment on Talk That Talk but that Where Have You Been is the clear choice for a change in plans, in the second tweet that the situation with Talk That Talk is complicated right now, and in the third tweet that Talk That Talk's release may be limited. I think he explains why in the third tweet, but I couldn't figure out what tournee UE oblige was supposed to mean and Translate couldn't tell me.
It's interesting stuff, though, and may confirm the Jay-Z rumors - especially since the last tweet was in response to something about Jay-Z. If I'm wrong about any of these tweets and you speak French please tell me!
Oh, and I thought this last one was rather funny. It was in response to a tweet that I couldn't really understand, though I could tell from one from the last few words that it was about how disorganized TTT has been:
