As for Phoebe, it was more of a foreshadowing thing. Obviously levitation is not a derivation from her premonition power. But if you remember correctly in the season 2 finale when the genie granted her wish for an active power he gave her flight then they obviously reversed it by the end of the episode. But in the season 3 premiere she got levitation and I think it was a way for the elders to give her the active power she's been begging for. |
The genie wish for "flight" at the end of Season 2 had nothing to do with her "levitation" power. Flying was a power she longed for, but it was stolen from the Warlock and returned.
It was explained a few times that her powers were always mental/psychic based. In the episode "Witches & Tights" when they had to protect the Elder (a former Witch I believe), he could not Orb. He stated he had mental/psychic abilities (premonitions and hovering - lower level of levitation).
I don't think it was as uncommon as most fans think. In "Morality Bites" we also see her levitating in her premonition as well, so it was to come. And when she received Empathy it even made more sense that her abilities were more mental.
The comics just ruined it by evolving levitation into flight. Now that makes no sense imo. She's not a superhero.

Oh well, there were bigger problems than the powers they had. We just have to enjoy it for what it was. Still holding onto that reboot though.
