Well...we can take in consideration some reasons why she struggles selling out a 55k venue in Mexico, when she played there for 140k people with the Monster Ball. First of all, the tickets are a lot more expensive, you can see that in the tour gross from some dates - compared to the Monster Ball gross. Secondly, it's been a short while since she performed there and since tickets are more expensive, not everyone can afford to buy anothet ticket to see her. And at least, which I think is the most plausible reason is that Madonna is going to perform in Latin America at around the same time, and tickets for her shows there went on sale way beofre they even announced Lady Gaga's tour dates there. And yes, as you said, this time around, Gaga plays in 8 different countries, so the people that weren't living in Mexico and bought their tickets for her shows there back in 2011 didn't do the same now, when they have a show in their own country.
So yes...there are a lot of reasons why this time Gaga struggles to play for 55k people in Mexico, while last year she played there for 140k people.
(+When she went there in 2011, it was her first time performing there, so the amount of people interested in her was really big, because she had a massive single out, she was on the radio and everywhere. Now, she's just touring and the only promotion she has in the press and on TV is because of her perfume campaign, so yea...a single out would have definitely helped a lot in this case)
