I'm just looking through the NA tour dates - between February 27th and March 10th she has only one show (March 6th). So if we are getting single in the spring at all, it must be then.
And she will be back in the UK in June - probably to promote the album, so I think ARTPOP will come around the same time as Born This Way did. The stan in me just fell asleep.

I'm actually hoping she releases the single BEFORE the North American leg of the tour, so then she could preform it.

And they haven't announced all the dates yet, so that gap could be filled with more shows.
