I've always had an idea. It's very cheesy and theatrical and Gaga would have to use a jail again, but it has nothing to do with Telephone.
Basically she's convicted in a jail that's divided for both men and women. She starts falling in love with a guy with whom she speaks all nights because their windows are side to side. During the second chorus they are in the field separated by a fence, which disappears because they are dancing and slowly getting closer to each other and when they about to touch, the fence appears again in between them.
During the sax break, Clarence is a tower guardian that knows about Gaga and the other guy's romance. He takes the lights and points them at himself at top of the buildings and starts playing his solo as Gaga and her lover escape prison.
They pick up a police car and are driving through the desert as the final chorus and the dawn kick in, they notice they are being chased and they are also approaching a cliff. They decide to keep going and kiss each other as the car falls off the cliff.
For this last part you don't see the car after it falls. The camera takes a turn to the sky and to the police cars which stop on their tracks when they get to the cliff.
