They can't. You're not allowed to do that on music programs anymore. Or maybe not on TV at all. The last time I saw someone do that was Kim Hyun Joong last year and he got in trouble for it. It seems that shirtless performances will be relegated to DVD only from now on.

I've noticed that K-Pop has become more conservative since the days of Rain and Hyori. People say it's because the idols (and the audience) are getting younger. I don't think MOGEF can do anything about sexed-up photos being released but you can't strip on music programs anymore.
I'm aware of that, Rain used to do the absolute most, & now everything is getting banned and blocked.
