The mediaite article says the US Intel HEAD is not ready to formally conclude that the Russian government ordered these attacks. The investigation is still on-going. There is no mention at all of there being "no proof".
Feel free to peruse the dozens of articles discussing the results of several investigations yielding a consistent result in that the Russian government was behind it.
Russia's government also puts out public statements claiming Crimea as theirs. Having spent several years in Russia, Putins word and his governments word is as meaningless as Donald Trumps.

The dept head himself said they are still uncertain who is doing this and he has all that information and more. Continuing to parrot that Russia did this just to be able to attack an opponent while the US has not declared it so is damaging.
Is it true that Trump has aides with Russian ties, his chief foreign policy advisor appears on Russian propaganda tv, his campaign manager put Putin loyalists into power, and that his organization owes Russian banks tons of money because he had to use them after American banks refused to do business with him?
Putin hacking political rivals is the least outrageous thing he has done. This is a man who has planted fake treasure in the ocean so he could go and discover it. This is a man who literally jails political opponents and seizes their assets. This is a man who shuts down media critical to government. This is a man who sends operatives abroad to defectors with national secrets to be poisoned.
