No it's something else, probably a stand in so they can digitally edit in Katy or something else later. I don't think Katy is on set/actually in the video yet since she filmed Jay Leno today.
Also she's wearing blue so the show is probably focused on the smurfs promo.
First of all, the VMA thing was filmed a COUPLE days ago... like yesterday and the day before. Not today.
