That's because the tracker checks your location every 4 minutes and gives you the # of kms between the current location and your last location. The bigger issue is that it draws a straight line between the two points... So for example, if you walk around a track and happen to be in the SAME exact spot when the timer checks, you don't get progress. Fortunately my walk to school is a straight line west!

The PokeAdvisor thing is upsetting. I feel like that's not really cheating. I know there are people who hack the game, so that they can change their GPS coordinates. WHY THE **** ISN'T NIAWHATEVER FIXING THAT?

Individual Values aka Pokemon's potential. Different pokemon, even the same type (2 Pikachu for example), has different IVs.
The higher IV score a Pokemon has, the stronger it will be when reach Max level, no matter how high or low the current CP is. IV can't change, CP can change through Power Up so it's better to keep and evolve, power up the mons with higher IV score.

i did not know that. i take my dogs for a walk 3 times a day for about 20 minutes....but we go round the park, so chance is that after 4 minutes i'm pretty much at the same spot as before........urghhhhhhhhhhh....haha.

I think you're thinking of PokeVision, the one where it tells you where the Pokemon are located.

PokeAdvisor shows you the hidden stats/IV of your Pokemon.

You should:

- Check your Pokemon's IV first. Anything less than 80% can be transferred to Professor.
- If you mon's IV > 80%, evolve them to see their fixed moveset in its final evolution form.
- If the moveset is good (STAB moves, best second skill), then power up. Do not use stardust until you reach level 20, that's when you are more likely to encounter higher CPs mon in the wild.
