IMO, yes it is. IVs are end game. I've seen a Pidgey with a 2.2% IV. That Pidgey would be a **** Pokémon for attacking or defending any gym as well as for battling others when the feature is added.
CP is subject to change given you have the stardust and candy for it. IVs are set as well as movesets (unless you evolve or Niantic decides to change this).

Not true for me because I have an Oddish with 15 ATK, 14 DEF, 15 STA This is def my endgame Vileplume. I'm just so worried about getting screwed over with a terrible moveset after I save up all those candies
Ugh there was heavy traffic on the way back from work, super slow so I opened the app to get some km for my eggs and it stayed exactly the same, didn't increase at all. I'm pissed.
