Partly due to her controlling husband/label head. Mariah has said numerous times her albums would have turned out differently back then.

Mariah released the same damn album over and over again. The critics (and the world sans the US) said no. (Janet did this aswell to an extent but continuously evolved. Mariah hardly did so.)
