Like, Coldplay is bigger than her in singles, albums, and touring these days. They're also way more global and have more globally known and beloved classics.
Eminem is definitely bigger than Beyst. His recurrent stats destroy her and he has maintained a larger fanbase over the years. He also has much more global appeal and is considered a higher tier of artist. He's basically the biggest act of the last 20 years.
Daft Punk also feel more 'legendary' and iconic than Beyonce. Random Access Memories is bigger than any Beyst era since IASF for a reason. They don't have as much material or as many hits or big albums but they FEEL more legendary. They're legitimately iconic and receive a kind of reverence she has never gotten. Also AOTY.
The White Stripes/Jack White are legends within indie circles on a level Beyonce is not in her own field.
Shakira is more legendary in the Spanish-speaking world than Beyonce is in the English-speaking world (since Beyonce is completely local nowadays it's apt to compare them in those terms). Shakira had a bunch of relevant, successful artists tribute her at the Latin Grammys singing all her classics (which she wrote). Beyst has never had anything remotely like that.
Amy Winehouse with her one album is definitely more of a legend than Beyonce. No Beyst album is as highly regarded as Back to Black nor is she as globally iconic and beloved.
She's above OutKast I guess.
