I disagree. Re-read her letter. At the end she said 'Don't worry. It will also be available in regular physical and digital releases seperate and unique from the app.'
This outright states that the app will be sold seperately. We have to move away from thinking and refering to ARTPOP as just the album and more as a project. She wants ARTPOP to be a full cultural experience, having music, art and social experiences wrapped into one package. From the impression I get you'll be able to listen to the album through the ARTPOP app. It isn't meant to enhance the experience, it is a part of the experience. She doesn't want it to be just some extra found in the super duper fan edition packages.
