Katy has 2 of the biggest songs of the year (2013/2014) and did a lot of promo + she's like 6 years into her career. Beyoncé is snatching your wigs since 1997 (so it's normal her popularity is not at its strongest as it was in 2003) and you still compare her to starting acts
that's another reason to call her the standard & the QUEEN.
