People would blame her to take advantage. This way everything falls in place, the message comes across and people have new music. You probably will be able to buy it when the album is out, or maybe in the near future if she would decide to put it up. But for now she is making a point and doesn't need anything to let it overshadow it.

And she already said during the 4 era she isn't here for quick little singles.

To me it is referencing her white haters, the ones who we now see saying “Boycott Beyoncé for being anti-police”… people who think it’s ratchet or ghetto to be the way she is, the bloodthirsty predators coming for black lives.

It could also reference the term “alligator babies” which was a highly derogatory way to demean black people back in the day.

And I’ve also read that there is an albino alligator in some museum in New Orleans but that then just seems like a clever use of words more than any sort of lyrical meaning.

EDIT: Originally I thought the line was "I buy no alligators" ... a reference to her alligator controversy with the Ring the Alarm single cover.

I think it is. From reading this REALLY GREAT (and intelligent) article, it alludes to how the song is the quiet before the storm, asking her ladies to get in formation, to get ready to slay and attack injustice. This song could be her call, prepping us for bigger things to come.
