Oh, its the venues submitting them? I always had the idea that tour promoters submitted them whenever they wanted and that´s it. Then it kinda makes sense. Looking forward to the others, 200M here we go!

She doesn't care about the glory/status of sold out dates (not deleting unsold tickets the night before the show and keep selling them till the end) and wants to give as much as possible Kats the chance to see her live. The tour did wonders in making people to like Prism from the first track till the end.
Hamburg - Berlin is a 3 hours drive or 2 hours by high speed train.

Cologne, Munich, Hamburg and Berlin were the best choices because the cities are from different parts of the country, and they're in the middle of the biggest metropolitan and urban areas in Germany.
PRISM sold over 100.000 copies there. Roar over 300.000, Unconditionally at least 30.000, and Dark Horse, 150.000. Her albums and singles were a huge success here. And she promoted her album on The Voice.
She just didn't have a great touring reception in this part of Europe.

But she's literally said multiple times that her main goal for the HKT and CDT were to have all the shows sold out?? I mean, that could've changed by now, but still, I think every artist cares about having sold out shows lol

They're trash. If it wasnt for Pollstar, we would know about 3/9 cities from the UK. And even then, Pollstar didnt have all of them, so we still have 2 unknown grosses. Ugh

It's explained right behind it in brackets. Some artists see that they will have 75% attendance and don't want to get dragged by still having tickets on sale on the concert day. Thus they remove all the unsold tickets the night before the show and pretend it's sold out.
Second reason is the balance between glory/status and recruiting fans, convenience for fans. Her young demographic want seats and when the seats are sold out, there is still room on the floor. She added dates to increase the amount of seats.
When you look at the attendance in London it would be sold out with 3 dates. However Wednesday and Thursday are less convenient, Friday is convenient. Saturday was added also for those not able to come during the week.
Third reason of not caring too much about glory/status is the pricing throught the years: She kept the CDT tickets at 30 dollar/euro/pound, even after the upgrade from theatres to arenas while the others doubled their price to 60 dollar at the transition. This made it accessible for anyone wanting to get a taste of her show and you could still spend more at the expensive merchandise stalls.
It's like every potential fan counts and when she has converted them to Kats, she can go more for glory/status with her next tour. It's a church like approach: giving free food, health care,... to convert souls.
