The whole point is that people who are born with magic are more powerful than those who have to learn it. That's why Regina isn't as powerful as Zelena or even Emma. Emma just doesn't know how to use her powers yet, but beware when she does.

I'm guessing it has to do with how she was conceived. Emma got her powers because she was the product of true love. Zelena on the other hand was the product of misfortune and was essentially a bastard child. Maybe she's wicked because she was the product of lust, greed and deceit.
