Ehhh no. If that were the case then the whole entire education system would need to be re-routed. Everything from standardized testing, teaching measures, planning...etc would have to change, which would take a very long time. It would cause more chaos and honestly produce a whole generation of uneducated individuals because of this.
Managing a smaller district is more feasible, but the downfall is that you get what your community puts into it. Money just can't magically come from nowhere. The better option is to subsidize the costs of basic necessities for schools in poorer districts.
