EDIT: keeping it real, Gaga would have to have like three or four more ARTPOP eras for Katy to realistically outsell her which is highly unlikely to happen.

ARTPOP sold 2M which is like 60% of PRISM sales.

And if you add C2C that makes Gaga at 3M album sales since 2013 and Katy at like 3.7M ? (i don't know Prism sales)

I voted yes, but then i Realized that Katy would need at least 8-10 more years to sell another 15M album
And Gaga is not going to stop selling, so she would probably need like 15 years to overtake her, so the answer is: Katy overall, but gaga in pure album sales
