They are asking anyone who performs to pay, wether its Katy or not. If your fave was asked to perform this year then she would be asked to pay. If Rihanna performs she will be asked to pay, same with Coldplay. Its a new policy that was reported about before Katy was even mentioned as a possible performer.
Regardless, the Superbowl is the most watched television event of the year every year regardless of who performs the halftime show, so this is some extremely weak shade. Enjoy your WP though, I hope this try-hard and nonsensical attempt at shade was worth it.
