When Billboard determine the artist of the decade, those are the main factors. Other factors could be the number of weeks their songs stayed on their chart, popularity/impact etc. However; those are the most objective parts for us.

You should count the weeks each stayed at number one yourself.

However, you can argue about artists from 4 - 10, but the top 3 and their positions are untouchable regardless.
As for Clarkson, It would be something like this..
