I mean, it wasn't like "Here's one of my valuable songs to you as a GIFT." She genuinely felt bad that Rihanna technically had it first and wasn't able to secure it because Beyonce was able to put the payment down right away. I've heard an interview, that has yet to be aired, with her clearing up the situation and that wasn't her intent at all. She just knew that she could give Rihanna an equally good, if not better, song.

Sia wrote "Pretty Hurts" for Katy Perry.
Sia emails it to KP, doesn't hear back.
Sia sends it to Rihanna and Beyonce to pitch it.
Rihanna hears it, puts it on hold for 8 months.
Rihanna's team forgets to secure it/pay for the rights.
Beyonce hears the song, sweeps in, pays for the song immediately.
Sia has no choice and closes the sale to Beyonce's team.
Sia's engineer suggests giving "Diamonds" to Rihanna, as it is a better fit for her, compared to PH.
I think PH would've been a bigger hit if it weren't released all-at-once like Beyonce made it. I mean, think about it: We all heard BEYONCE on repeat when it dropped that it became stale by the time Beyonce decided to release Partition. By the time Pretty Hurts was a single, it was already overplayed and without a pulse once the hysteria subsided.
