It happens quite a lot here. Just some songs debut high and fall quick, others spends months and months selling but don't get a high peak.
212 had really good sales, and has outsold probably hundreds of top 5 hits, not just Fancy. It's weird, but that's the way it is. I always tell people to look at a song's overall sales (or year-end position) rather than it's weekly peak position, and that tells you more about how successful it was.
