No, girl, she can't headline a tour in North America until the residency ends. The Vegas residency is already a headlining tour. Most artists can't headline another tour when already headlining one. I can guarantee you that Beyoncé, Rihanna, etc. all have clauses in their contract saying they can't headline other tours until they finish their current headlining tours. This does not limit promo in any way at all.
