Not that album sales matter in regards to touring. I'm voting for the one who didn't tour in a theater with their last album and can still obtain a hit.

First of all, Beyonce didn't "tour in a theatre". Tour involves TOURING, not having 4 dates in one place.
And if you use a biased approach to comparing sales like that then yes, Rihanna has sold more. But one should take into consideration that Rihanna has released 2 albums in that time, and Beyonce has released 1. Not to mention that during that year and a half 100% of Rihanna's time was spent in support of those albums (the eras basically overlapped). I guess Rihanna is better at marketing if you look at it that way. But still I don't think skewing the parameters is a good way to compare.
