Who cares if Cheers is faster than CKB and Man Down? It's not like they're great examples of singles.
It's not. If it were a dance song then we could talk. But I cannot see people partying to this.

Instead of Fading I would have released the re-release single. I honestly think CKB could have done well with an earlier release and without Man Down's interference, though. But Cheers would have been a better choice.
HOWEVER, I think it is far too late to release Cheers. Loud is dead. They murdered it with CKB and MD and trying to resuscitate it with such a risky single as Cheers is a bad idea. The re-release single should be out late August/early September and Fly will hold radio off until then.
