"Traditional promo" includes Tv performances/interviews and/or award ceremonies performances, I assume. In those you reach to the general public. Being on a tour, you reach to your fans, they're the ones buying tickets. Hardly a casual listener will go to the tour not knowing much about the new music to eventually consider buying the album.
It's simple logic actually.
