Despite the fact it's not safe. It's not financially responsible. The castle gaga filmed in, is in LA, right? close to all the studios, close to everything she needs. it would have cost just as much to film her video as it did Katy's.
Mind you, filming budgets are also on a sliding scale. This is katy's 3RD single that received a released video this is gaga's second.

But that's not the only other option she could have done. She could have filmed at another location and could have still made it look like it was filmed in Egypt. Tons of films take this kind of approach.
