Yes, it needs to be recognized by a panel of dozens of old men. Sir Georg Solti and Alison Krauss have respectively 31 and 27 Grammys but I don't see their music being as widely recognized as Madonna's?
One minute Gaga is an A-lister because she was asked to perform at the Oscars, now she already was an A-Lister but cemented it at the Oscars. Are the Little Monsters backtracking?

Gaga and iconic performances / looks go hand in hand. Everything she's done pre-ARTPOP is iconic. The Paparazzi VMAs, the Meat Dress, the Vessel at the Grammys.
Go outside and ask someone about Madonna? Of course everyone knows her. Same applies to Gaga though. EVERYONE knows her.
Gaga was an A-lister since Poker Face. She solidified her position as a major pop star with Bad Romance and the fact that even in her "flop" era she gets invited to perform a very special tribute at the OSCARS shows that clearly people still consider her A-list and powerful.
