This is because of how the market is set up there(at least for domestic acts)

All of the singles are released prior to the album and it can be over any number of years (For example Utada's Distance album. The first single was released in 1999, the album was released in 2001).

The album release actually signifies the end of the era and typically NO singles are released after the album comes out.
