It's probably because she doesn't have much acclaim or honors/awards, and she isn't exactly a respected, serious ~artist type like Florence Welch or Kate Bush. Her cultural peak wasn't Britney-level huge either. She has good pop songs and she's successful, but so is Adam Levine and no one is claiming he or Maroon 5 should be considered legends (except maybe their most ardent of stans).

what ? Gaga's highs as a vocalist are easily on par with Beyonce's and Adele's.

Their lows are all above average, but Bey seems to be the most consistent, but she has also lipped to her pre recorded vocals many times whereas Gaga/Adele have never done that yet.

Katy, but that could change. Right now, she's got a lot of hit singles, but no true edge or impact that really goes beyond those sales. No iconic moments or performances.

Taylor is similar to Katy in the sense that she's a songwriter above a singer, but Taylor has really showcased her unique songwriting talent and edge in a way that's made a very big impact, which is something Katy hasn't really done...she's kinda had most of her writing watered down by hitmakers.
