Actually, in later seasons they did alot of budget cuts.
They cut Levitation because of how much it was to use the crane. And I think Premonitions were cut also because of the budget and because there was hardly any use in the storyline. I blame the writers to make her seem so weak.
In the beginning they relied heavily on Phoebe's premonitions to save or locate innocents. In later seasons it was more about their kids, more so Piper's, and whacky storylines, and their relationships. They barely saved innocents in the last few seasons.
But she did learn to control her empathy right before they took them away. And her Premonitions grew to allow her to avoid attacks with perfect timing.
We also saw how useful her powers were in "The Importance of Phoebe" when she recieved her powers [Premonition & Levitation] back and killed the demon with ease that she was struggling to do without them.
