I generally think stan debates of any kind are their pointless and en-ending. Fans could go back and forth forever with reasons to pimp their artist's accomplishment and diminish the other.
For the record the different versions of Bailando are similar enough that Billboard counts them as the same song and combines them. The Spanish version was of course a big draw but the English version has picked up mainstream play and sales.
The "English" version is still mostly Spanish hence why it's being counted as a Spanish track and why it's drawing comparisons to La Tortura because that was the last Spanish song to gain a good degree of mainstream success. Is having some English words to appeal to Top 40 a work-around? Well no more that Shakira's big campaign that included a VMA performance. If streaming back then I'm sure she'd have had multiple videos too, isn't that why she has several for La,La,La?
It shouldn't matter. The success of Bailando shouldn't take anything away for that of La Tortura and if a Spanish singer comes along years from now and has another hit with a Spanish it wouldn't take anything from Bailando...at least not to me.
