As much as I love that song, I don't even think that would be a hit. I mean will.i.am's productions have usually flopped + it doesn't sound like it could be a radio hit.
It's the most radio friendly in all the album.

Usher has lost some of his steam, while Madonna has picked up some, from their last albums. Usher has lost A LOT of his fanbase due to getting married, to a beast, and basically losing all of his appeal. Madonna, well, she worked with Timbaland/Pharrell and its good so.
But I'm surprised really, I thought it'd be taking off. It makes me thinking a 3rd & 4th single won't even be released. Nothing else seems radio ready.
LOL but I don't think that's the reason. Not to mention it would be the stupidest reason ever for someone to lose their fanbase. It be different if he was accused for a crime they believe he committed. For example Michael Jackson and R. Kelly lost their fanbase because they got labeled as pedophiles. As for the Will I Am thing. Not all of his productions flop. Not to mention it looks like In The Ayer is going to do very well on the charts

LOL I didn't say ALL his productions flop, most/usually, besides Fergie/BEP.
And it is a very valid excuse. He loses the appeal some fans, most female, had for him due to being married. Same happened with Tom Cruise when he married, he lost a portion of his fans and his career began to die.
