It will be a single, but it's just not the right time.
I'd prefer her to release Hair next March. At least then she'll be touring and I'll have something to enjoy.
The only reason I'd ever want to see Hair released as a single would be to see the music video. But, I can kinda say that for any of the songs on the album, like Bloody Mary (I don't like using the shorthand, I see "BM" and think "Bowl Movement", and then think of "Bloody Mary" and the cross of the two is just unfortunate) or GH.
Let's first all focus on The Greatest Thing, they're waiting for You and I to die first and then full attention on the Greatest Thing to make sure it hits #1
Then, we'll have Gaga's next solo single with full focus. Being... dunno.
