Yea, but when TVXQ were doing it there really wasn't any other Korean acts doing it besides BoA who was already on the decline in Japan when TVXQ were peaking.

BIG BANG's breakout in Japan was with "MY HEAVEN" & "Gara Gara GO!!" in 2009 and after that an influx of Korean acts started debuting in Japan and started finding some success aswell. That's what I was referring to.
