Saudi Arabia and the Emirates have said they already have a large number of syrian refugees that were working in the Gulf and stayed there after the war started. They also can't risk themselves and let everybody in because it would cause disturbs and fights between the population.
All neighbor countries have done enough already, Jordan or Lebanon are about to collapse and they've started to strengthen laws against immigration and their governments are keeping some skill jobs for only national citizens.
