Well, even Rolling Stone have admitted that this album is basically the 'Thriller' of its era. But, leaving sales aside, did 'Thriller' actually dominate like this? I don't have its chart runs so couldn't say yes or no.

Official reports in brazil have a total of 800k sold copies of 19, 21 and the DVD.
Given that and known sales, it seems very likely that 19 is 2x platinum, 21 is 2x diamond and the DVD is 3x diamond!!
