No. From what I remember hearing about those days, her label was pleased with the songs and that's why they rushed Most Wanted.
More than likely they were pleased because they didn't have to pay studio time. Since EP's weren't relevant at that time, recycling her old tracks for a new compilation was their best choice and that wasn't expensive at all. All they had to do was pay the royalties for all the songs which they were already doing. To add a little incentive, they commissioned some remixes and recorded a few songs they wouldn't use.
Now that I think about it, it's no wonder Most Wanted got the promotion it did.
