400k was not conservative. She headed into the album release with a (deserved) flop (JUDAS) and a song that sold well (BTW) but was deemed "disappointing" by most and failed to have long-term radio impact. A pop star heading into album release with no big radio hit = slightly troubling. She suffered all sorts of backlash, re. her image, music, album cover, Madonna, overexposure, etc.
Katy headed into album release with the 2 biggest songs of the Summer (CG + TD), a huge media blitz starting with her judging Idol, being named Maxim's Woman of the Year, performing on and even
hosting pretty much every awards show, and she failed to hit 200K.
Luckily Gaga is a far more intriguing, charismatic and striking personality, which is important for album sales. It's easier to be passionate about HER (and not just her songs), which equals album sales. Too bad the songs on BTW aren't up to par with what she deserves.
