If you look at winners from the past decade, the majority have been U.S. based. Whistle blowers - people like Assange - won in I believe 2002, so I'm not sure if they'll pick him (although Bush won twice last decade - I think they always pick the U.S. president).
Recep is the prime minister of Turkey with an anti-Israel stance and he also, from what I understand, denies the Armenian genocide. That's not a good combination to win Time's POTY, particularly when the majority of the U.S. supports Israel. Denying any sort of genocide, even though he is definitely entitled to think that, is something that the U.S. would not censor, but in my opinion, would definitely not reward.
