I sometimes have this issue, too. ATRL will suddenly freeze out my IP address for an hour. I think it might be tied to activity levels, like if I'm loading too many pages at once.

I was collecting avatars and I had a lot of tabs open. It lasts hours? This is really bad.
It has to be at a certain threshold. It never hits me when I moderate, but I do warnings in bundles of four to five at a time because too many report tabs being opened at once causes my computer and the server to both turn to mush.
