Not necessarily. Nobody knows the extent of her relationship w her half siblings, maybe they only started talking to her when she got famous, maybe they were mean to her growing up, etc.

As family oriented Rih is I do think she has a good reason why she publicly ignores her father side of the family. Just because someone is related to you doesn't mean you owe them things.
