It is not, they were intented to get an official released, Supervillian was intended to be one of the first USB-single releases on a wide scale, but the experiment got canceled. They invested a lot of things in supervillian, but certain things got them to scrap the release. We don't know those reasons, same for Puakenikeni, so it seems random for the general public, or even for fans, but it basically isn't, since we don't know the full picture.
Something happened down the line and they got canceled. Ofcourse it was a waste of time, but so were Whatever U Like, Baby Love (in the US), Don't Hold Your Breath (US) and Pretty performance.
If I look back at the situation, they were just trying to release songs that were 360 from the image and sound PCD had, while she also had easy commercial songs like Physical on the shelve.
