It depends! The poorer/smaller your broadcaster is, the less you pay. ivi posted a link the other week where it said that the Swiss broadcaster spent around €80.000 on Eurovision - not sure if that's to participate only, or if all the surrounding costs (travel, accommodation, props) are included in the price. I'd imagine that this is a rather average fee cost.
The bigger countries probably spend around €200.000 or more. Someone quoted around €10.000 for a smaller broadcaster like Andorra's, but I'm not sure how reliable that information is.
The countries have different way of financing this. Most, I think, let their broadcaster pay for it all. Some countries rely on sponsors to fund the whole thing (I think Greece does this?). Others let the artists pay for all of it (Moldovan artists get to pay for the whole thing unless they score a top 10 finish, in which case the broadcaster will cover the cost).
Some broadcasters run on really tight budgets. In 2013, Estonia didn't expect to qualify, and when they did they had to find €10.000 to pay for the smoke/fog effect they had on stage. They managed to find the money for it in the end, but this shows how tight money can be. In 2011, the Belgian delegation went back and forth from Dusseldorf by bus instead of living there during rehearsals - another example of cost-cutting measures. ) from Skopje to Oslo to save money. Not sure how well that went but kii.
Mostly, I'd say that the participation fee itself isn't the biggest issue - it's the costs surrounding the participation, like travel and logistics. If you have 6 people on stage, your delegation can easily go up to 15-20 people - that's a lot of air plane tickets and hotel rooms to pay for.

Junior Eurovision is pretty much free though

In 2014, the Maltese broadcaster pretty much paid all the expenses for the participating broadcasters, just to make sure they participated.
