If it is a question to a member, or a reply to a member, why post that in ATRL HQ? If I wanted to know Kworb's favorite color, why not go to a thread about favorite colors or PM/post on his wall about that? Those are called private conversations, so you can have them in PM, on each other's wall, or even another general discussion thread, so why post that here? It's not like it helps the rest of ATRL knowing Kworb's favorite color.
Similarly, if you want to discuss how a MEMBER is a duplicate or should be banned or you cannot wait for them to return, it makes more sense for ATRL HQ because other members can chime in about general member behavior. You are not calling someone else for something personal, it's just their ATRL behavior that you want to discuss. It can work with NHB, since it can be attacking a user, but if it is just not an actual argument or fight, it is better for ATRL HQ.

Still don't get it. Even if it is mc, every choice should be between 0-100%. If 10 people voted for A and another 20 people voted for A and B and another 6 people voted for B

I made
a test poll.
There are four options, all multiple choice.
WOO 1 50.00%
WOOOEY 2 100.00%
Woo! 1 50.00%
Whew. 0 0%
2 people voted. Out of the 2 people, both (2/2) love WOOEY, thus 100% of the votes for Wooey is there.
However, since only one voted for Woo and Woo!, that was 1/2, so 50%
If someone else was to vote, that would be a total of 3 votes.
If they voted for Woo!, that would be 2/3, so roughly 66.6%
If they voted for Whew., that would be 1/3, so that would be 33.3%
If they voted for WOOEY, that would be 3/3, so that would be 300%, otherwise, it'd just be 2/3, so it'd go down to 66.6%
So, in the case of multiple-choice, the total for each OPTION is out of the total votes.
They don't all add up to 100%, but each option is out of 100%
