That's not true. Rhythmic and HAC have always been there for Katy. Here's her chart peaks on HAC during the OOTB era:
I Kissed A Girl - #16
Hot N Cold - #1
Thinking Of You - #11
Waking Up In Vegas - #5
She was pretty much a format staple by then, and clearly she's become a big one, at that, later topping the chart and setting a spin record on the format with California Gurls, a dance-pop song.
I don't have receipts for Rhythmic other than IKAG being noted as one of two songs at the time (other one being Gnarls Barkley's Crazy) that have charted on Pop, Rhythmic, Hot AC, and Alternative formats simultaneously. I remember HNC and IWEMA got a good amount of Rhythmic airplay though.
The Teenage Dream tracks just put her over as more of a force on Rhythmic. Snoop Dogg & Kanye West, their influence.
